Key Functions of the Office of the Permanent Secretary and Secretary to the Treasury
1. Coordinate all activities of the Ministry at technical level
2. Ensure day to day management of the Ministry as a budget agency
3. Oversee and ensure the implementation of policies relating to use of public funds;
4. Coordinate and monitor systems of financial and risk management, internal control and reporting in all government ministries and other public entities
5. Be the Chief Budget Manager of the Ministry
6. Coordinate the national planning and budgeting processes
7. Chair the Treasury Management Committee responsible for managing the Consolidated Fund
8. Coordinate the Development Partners Coordination Group
9. Supervise affiliated agencies of the Ministry
10. Be the deputy chair of the Board of Directors of Rwanda Revenue Authority.
11. Be the Chair of National Capacity Building Secretariat
12. Approve Treasury Credit Cheques
