Training of Minecofin Administrative Assistants and Secretaries

A ten days Training for Minecofin administrative assistants and secretaries was opened today 14thMay 2012,at la Palisse Gashora by the Director General of corporate services Mrs. Enata Dusenge together with Director of Human Resources and Administration Mrs. Rose Iribagiza. It was the first group that is going to be trained among the two groups which will be trained.

It was convened by the Ministry of Finance and economic planning to provide Minecofin administrative assistants and secretaries with the required knowledge to perform their daily duties.

The training will be provided by the International Management Academy (IMA) under the supervision of Human Resource Unit in the Ministry of Finance and Economic Planning.

The Government of Rwanda Partcipates in the Regional Public Financial Management Workshop Held in Kigali, Rwanda From 23rd -26th April 2012

The Public Financial Management Team of International Momentary Fund Regional Technical Center (IMF East AFRITAC) organised a workshop in Kigali, Rwanda from the 23rd - 26th April 2012. The theme of the workshop was “INTEGRATED FINANCIAL MANAGEMENT SYSTEMS (IFMIS) – MANAGING THE RISKS.” The workshop was attended by over 29 participants from 7 countries.  The main objectives of the workshop wereto provide participants with: greater awareness of the nature of IFMIS-related risks; a better understanding of the roles and responsibilities for managing these risks; and guidance on how these risks may be best managed

MINECOFIN in a local government revenue mobilization empowerment drive

Following the adoption and promulgation of the New Law no. 59 of 31/12/2011 Establishing the Sources of Revenue and Property of Decentralized Entities and Governing their Management by the chamber of deputies, the Ministry of Finance and Economic Planning with the support of GIZ organized a tax payer sensitization campaign and training on the new law.

The training aimed at equipping the implementers of this particular law with greater understanding and insight into the legal provisions that govern local government sources of revenue as well as the necessary technical skills required for the revenue officers who will be in charge of implementing the law on a daily basis.

Recruitment of an international consultant

The Ministry of Finance and Economic Planning through the financial support of GIZ has contracted an international consultant that will facilitate earmarking agencies to develop the 2012/13 earmarked transfer guidelines to districts. These guidelines are pertinent to the establishment of an efficient system of transfer of Central Government resources to the level of service delivery. Furthermore, the guidelines aim to clearly elaborate the specific purpose, monitoring and evaluation mechanism of the transferred resources as envisaged in the country’s Fiscal Decentralization Policy.
 

2011/12 Districts’ Council Budget Decisions

The third objective of the Fiscal Decentralization Policy is to “strengthen planning and management capacity at the Local Governments’ level using a participative approach”. Among the strategies envisaged to enable the attainment of this objective is to “create and implement a program of information, education, and communication to achieve a better participation of all stakeholders in local development”. It is with this aim that the Ministry of Finance and Economic Planning publically shares the Districts’ Council Budget Decisions for 2011/12 financial year.

Law N° 59/2011 of 31/12/2011 establishing the sources of revenues for decentralized entities and determining their management

In a bid to develop an efficient and sustainable resource mobilization base for Local Governments, the Government of Rwanda has undertaken several measures. Key among them is the adoption of the new Law N° 59/2011 of 31/12/2011 establishing the sources of revenues for decentralized entities and determining their management. These measures are envisaged to enhance and consolidate the success of fiscal decentralization in the country, especially as we are now in the third phase of implementation of the Decentralization Policy.

Budget Execution Report for July –dec 2011 Period

This document serves to show the Fiscal Performance in  the first half of FY 2011/12 (July-December 2011).

The fiscal deficit for the first half of FY was smaller than projected (by about 1 percent of GDP),

mainly reflecting higher budget support funds (grants and loans) as well as some delays in implementing domestically-financed capital projects.

IMF commends Rwanda’s economic performance

An International Monetary Fund (IMF) mission, led by Ms. Catherine McAuliffe, visited Kigali during March 15–28, 2012 to conduct discussions for the fourth review under the Policy Support Instrument (PSI).1The mission met with Minister of Finance and Economic Planning Hon. John Rwangombwa, Governor of the National Bank of Rwanda Amb. Claver Gatete, other senior officials, as well as representatives of the private sector and development partners. The mission wishes to thank the authorities for their hospitality and constructive discussions.

At the conclusion of the mission in Kigali, Ms. McAuliffe issued the following statement:
