A GUIDE TO THE PUBLIC 2009-2010 BUDGET

Welcome to the public guide to the national budget of Rwanda for the 2009/10 financial year. This public guide to the national budget comes at an opportune time when Rwanda’s Budget calendar has changed to harmonize with the East African Community and everybody is anxious to know what has changed. This guide has come to improve transparency and accountability in the Rwanda public financial management system and to facilitate members of the public and civil society to understand and actively participate in the budget process. The Government of Rwanda is committed to ensuring good governance through strengthening budget transparency and literacy. This will promote the citizen’s voice in public expenditure management and independent oversight of service delivery. It is assumed that, this guide will prove useful to various categories of stakeholders by serving as a guide to understanding public budgets and the various steps involved in budgeting.
