In accordance with the constitution of the Republic of Rwanda of June 4, 2003 as amended to date especially article 79 and article 42 of the Organic Law on State Finances and Property as amended to date, on behalf of the Government of Rwanda, allow me to present to you the draft law on State Finances for the Fiscal year 2009/2010.
