The unit is headed by the EDPRS Coordinator. This unit of MINECOFIN/NDPR is responsible for the development of the EDPRS and subsequent medium-term plans and also, all arrangements for monitoring their progress. The EDPRS Secretariat also oversees the development and implementation of all monitoring tools and instruments, such as the EDPRS Results and Policy Matrix  that contains key monitoring  indicators, output or policy actions. This Unit is responsible for the preparation of EDPRS BI-Annual and Annual Implementation reports .

At the beginning of each financial year, the EDPRS Secretariat, also  ascertain policy, programme or project priorities for evaluation emanating from its monitoring activities. The EDPRS Secretariat operates through the following modalities:

Introduction:

How do Rwandan envisage their future? What kind of society do they want to become? How can they construct a united and inclusive Rwandan identity? What are the transformations needed to emerge from a deeply unsatisfactory social and economic situation? These are the main questions Rwanda Vision 2020 addresses. 

This Vision is a result of a national consultative process that took place in Village Urugwiro in 1998-99. There was broad consensus on the necessity for Rwandans to clearly define the future of the country. This process provided the basis upon which this Vision was developed.

The Vision 2020 is a reflection of our aspiration and determination as Rwandans, to construct a united, democratic and inclusive Rwandan identity, after so many years of authoritarian and exclusivist dispensation.
