Development Partners and Government Review Next Steps for Operationalizing Rwanda’s Development Cooperation Policy
Kigali, Rwanda – July 2, 2026 — Government officials and development partners last week convened under the Development Partners Coordination Group (DPCG) to discuss the next steps for operationalizing Rwanda’s Development Cooperation Policy, a proposed framework aimed at strengthening coordination and improving the effectiveness of development cooperation in support of Rwanda’s national priorities.
The discussions centered on what will be needed to successfully implement the policy, including strengthening institutional capacities, establishing clear systems, and ensuring coordinated action across stakeholders.
"The priority now is implementation of the Development Cooperation Policy. This requires strong capacities, clear systems, and coordinated execution, so that we move forward without delay once approval is secured," said Hon. Yusuf Murangwa, Minister of Finance and Economic Planning.
The meeting offered government institutions and development partners a shared space to reflect on how the policy can support a more effective partnership model, aligned with Rwanda’s development ambitions and focused on delivering measurable results for citizens
Aissa Toure Sarr, Co-chair of the 2026 Development Partners Coordination Group (DPCG), emphasized the importance of collective action as the policy moves closer to implementation.
"I hope that everybody will embark on this new exciting journey, focusing on how we collectively provide support to the impact Rwanda wants to achieve for its people in the coming years," she said.
As Rwanda prepares for the next phase of its development cooperation framework, participants reaffirmed their commitment to working together to ensure that partnerships remain aligned, coordinated, and focused on achieving sustainable development outcomes for all Rwandans.
