Minister Murangwa Presents Frw 7,796 billion Budget for 2026/27, Prioritizing Agriculture, Jobs, and Economic Stability
Kigali, 11 June 2026– The Minister of Finance and Economic Planning, Yusuf Murangwa, today presented to Parliament a budget proposal of Frw 7,796.3 billion for the 2026/27 fiscal year. This represents a 12% increase from the Frw 6,952.1 billion approved in the revised 2025/26 budget.
The proposed budget directs resources toward key national priorities: strengthening agricultural productivity, boosting industries, accelerating job creation, and maintaining macroeconomic stability.
Speaking to Parliament, Minister Murangwa said:
“This budget reflects the realities of a challenging global environment while staying focused on what matters most: Boosting agriculture, creating jobs, and building a resilient economy.We have prioritized agriculture inputs and irrigation, continued investment in infrastructure and energy, and made room to protect the most vulnerable. The goal is to accelerate implementation of our development programs without compromising macroeconomic stability.”

Total estimated resources: Frw 7,796.3 billion
Domestic revenues: Frw 5,273.8 billion
External grants: Frw 548.3 billion
External loans: Frw 1,974.1 billion
Total expenditure: Frw 7,796.3 billion
Development spending: Frw 3,010.8 billion
Recurrent spending: Frw 4,785.5 billion
Budget Allocations Aligned with NST2 Pillar
Economic Transformation (63% – Frw 4,900.9 billion)
Funding will accelerate inclusive growth in agriculture, expand access to electricity, water, and sanitation, strengthen transport systems, and promote urbanization and rural settlement. Additional resources will support climate resilience, local manufacturing, export growth, financial sector development, and decent job creation.
Social Transformation (22% – Frw 1,711.3 billion)
Resources will improve healthcare quality and education outcomes, strengthen social protection, expand nutrition services, promote family and gender initiatives, and enhance disaster management programs.
Transformational Governance (15% – Frw 1,184.0 billion)
Allocations target quality service delivery, good governance, public finance management, justice system strengthening, peace and security, crime prevention, and economic diplomacy.
