About the Rwanda Green Taxonomy

The Rwanda Green Taxonomy is a national guide that helps identify which economic activities are truly "green." It sets clear standards for sectors like energy, agriculture, transport, water, and construction, making it easier for businesses, investors, and policymakers to understand what counts as sustainable in Rwanda.

By defining green investments, the taxonomy helps attract climate finance, prevent greenwashing, and ensure that Rwanda's development stays aligned with its Vision 2050 and international commitments such as the Paris Agreement and the Sustainable Development Goals (SDGs).

For businesses and financial institutions, the taxonomy is both a roadmap and an opportunity: it opens doors to new sources of green capital, supports innovation, and builds trust with investors who are increasingly focused on sustainability. For the public, it is a step toward a more resilient, low-carbon, and inclusive economy that benefits all Rwandans.

What Is the Rwanda Green Taxonomy?

The Rwanda Green Taxonomy is the country's official classification system for environmentally sustainable activities. It defines, in clear and technical terms, which projects or investments can be considered "green." Covering priority sectors such as energy, agriculture, transport, forestry, water, and construction, the taxonomy provides a common language for government, businesses, and investors.

By doing so, it ensures that Rwanda's financial sector is better positioned to mobilize climate finance, prevent misleading claims about sustainability, and align the national economy with international best practices in green finance.

Why Do We Need the Rwanda Green Taxonomy?

The Rwanda Green Taxonomy responds to the country's urgent climate and development needs by:

  • Combating greenwashing: Providing transparency and credibility through clear standards and definitions.
  • Attracting green capital: Building investor confidence and unlocking new flows of sustainable investment from both local and international markets.
  • Aligning with global standards: Supporting Rwanda's commitments under the Paris Agreement, the Sustainable Development Goals (SDGs), and its Nationally Determined Contributions (NDCs).
  • Strengthening accountability: Enabling effective monitoring and reporting of environmental impacts across sectors.
  • Accelerating national goals: Supporting Rwanda's Vision 2050 of becoming a climate-resilient and low-carbon economy.

How Can Activities Qualify Under the Rwanda Green Taxonomy?

To qualify as "green," an activity must:

Environmental Benefits

Deliver substantial positive environmental outcomes, such as reducing greenhouse gas emissions, increasing energy efficiency, or enhancing climate resilience.

Avoid Harm

Avoid causing significant harm to other environmental objectives.

Social Safeguards

Comply with minimum social safeguards to ensure fairness and inclusivity.

The taxonomy sets science-based thresholds for each sector, allowing users to assess eligibility objectively. For example, renewable energy projects must meet specific efficiency criteria, while sustainable agriculture initiatives must demonstrate climate-smart practices.

What Are the Disclosure Obligations?

Transparency is central to the Rwanda Green Taxonomy. Any institution or project claiming alignment must:

Performance Reporting

Report on key performance indicators such as emissions reduced, renewable energy generated, or hectares of land restored.

Standardized Templates

Follow standardized reporting templates provided under the taxonomy framework.

Regular Publication

Publish disclosures on a regular basis (e.g., annually) to allow regulators, investors, and the public to assess environmental performance.

These obligations enhance accountability and build long-term trust in Rwanda's green finance ecosystem.

Disclaimer
