Kigali, July 31, 2018 | The Government of Rwanda and One UN Rwanda today signed the second United Nations Development Assistance Plan for Rwanda 2018-2023 (UNDAPII). The indicative budget for UNDAP II over the next five years is over US$630 Million (approximately Frw 543 billion). This amount will address both development programming and a robust humanitarian response. 

The UNDAP is a United Nations Strategic Planning document that outlines the areas of UN support towards the National Development Agenda by the United Nations System in Rwanda. 40% of the is projected budget is to be available over the five-year period while 60% will be mobilized through various initiatives including a consolidated resource mobilization strategy. UNDAPII interventions will finance 66% development programs and 34% on humanitarian response.

Speaking on behalf of Government, the Minister of Finance and Economic Planning Dr. Uzziel Ndagijimana pointed out that UNDAPII support will supplement government’s efforts to deliver on its development agenda.

“The UNDAP II priority areas of intervention are closely aligned with Rwanda Development Strategies especially our blue print for the National Strategy for Transformation and Vision 2050. Government is committed towards sustained cooperation with UN Rwanda in our priority areas of development,” Minister Ndagijimana said.

The United Nations Resident Coordinator Mr. Fodé Ndiaye pointed out that partnership between Government of Rwanda and United Nations has been useful in reducing poverty, tackling vulnerabilities and in building a more cohesive and inclusive society.

“You can count on One UN Rwanda to do its part; we are sure that we can count on you for enhanced cooperation. With the strong leadership of the Government, our enhanced trusted partnership with national stakeholders and development partners in this country, the financial support of our donors, the future is bright,” Mr. Ndiaye said.

During the previous UNDAP the UN contributed both financial and technical support to key areas under the EDPRS 2 which include: Inclusive Economic Development which entails access to finance, access to agricultural exports and value chain, and decent jobs for youth, women and children; Human Capital Development under areas such as access to quality education, health and nutrition, and lastly, Accountable Governance (inclusive, transparent elections, capacity building for media and civil society) among other focus areas. Under the first UNDAP, UN raised more than US$300 million for development initiatives and about US$ 179 million for humanitarian assistance.

The second United Nations Development Assistance Plan 2018-2023 is informed by and responds to global and regional normative frameworks, including the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, the African Union Agenda 2063, and the East African Community (EAC) Vision 2050. 

Three overarching strategic priorities for the One UN contribution to the development agenda in Rwanda were identified during the UNDAP II preparation process. Each of the three is fully aligned with the national development priorities, as articulated in the National Strategy for Transformation 2017-2024 (NST1).

The three strategic priorities are: Economic transformation, Social transformation, and Transformational governance.
