Planning and Budgeting Officials Undergo 3-Week Workshop on FY 2027/28 Planning and Budgeting Cycle
Central and local government planning and budgeting officials have begun a three-week workshop on the planning and budgeting cycle for Fiscal Year 2027/28, aimed at strengthening their understanding of key planning and budgeting requirements. The workshop is being conducted in two phases: Central Government officials from 19–30 October 2026, followed by Local Government officials from 2–7 November 2026.
The training will focus on aligning budgets with the Second National Strategy for Transformation (NST2) as it enters its fourth year of implementation, with emphasis on consolidating achievements, addressing implementation gaps, and accelerating delivery of Sector Strategic Plans, District Development Strategies, and the City Development Strategy.
Participants will also deepen their application of key Public Financial Management reforms, including strategic prioritization and costing, public investment management, the revised Government Chart of Accounts, and the use of IFMIS for planning, budgeting, and performance monitoring.
Discussions will guide participants on managing funded, unfunded, and new priorities, strengthening integrated planning for cross-sectoral interventions, and ensuring priorities are realistically costed and phased within available resources. Ongoing projects will be prioritized to support timely completion, while agencies will identify activities for phasing out to create fiscal space for higher-priority interventions.
By the end of the workshop, Budget Agencies are expected to have finalized and quality-assured FY 2027/28 priorities, with clearly prioritized and costed interventions; validated and standardized performance indicators ready for integration into IFMIS; and strengthened public investment projects that meet Project Minimum Readiness Requirements and support timely implementation and delivery of results.
