Rwanda Hosts ICII 2026 to Expand Inclusive Insurance and Build Resilience
Rwanda is hosting the International Conference on Inclusive Insurance (ICII) 2026 in Kigali, bringing together leaders from the public and private sectors, global insurers and development partners to expand access to affordable insurance for underserved populations worldwide.
As climate risks, economic uncertainty and social vulnerabilities grow, inclusive insurance has become an essential tool for protecting livelihoods. The conference showcases innovations, shares global best practices and fosters partnerships that can accelerate its expansion. Discussions focus on protecting households and businesses against climate and economic shocks, strengthening Rwanda's insurance sector and extending financial protection to underserved communities.
At a panel on Inclusive Insurance in Rwanda, Herbert Asiimwe, Head of Financial Sector Development at the Ministry of Finance and Economic Planning, outlined the country's progress and priorities. Insurance coverage among adults has risen from 17% in 2020 to 27%, while sector assets have grown to RWF 1.1 trillion. However, insurance penetration remains at about 2% and is concentrated in cities and towns, leaving many rural communities unreached.
Rwanda aims to raise penetration to at least 5% by 2035 under the National Insurance Strategy 2026–2035, which supports Vision 2050 and the ambition to position Rwanda as an international financial centre. Key measures include financial education, digital distribution, timely claims settlement, better use of data and climate- and disaster-resilient products. Local savings groups, particularly Savings and Credit Cooperative Organizations (SACCOs), will serve as distribution channels, with a focus on rural communities and sectors such as agriculture and mining.
During the conference, the Ministry also partnered with the National Bank of Rwanda and ZEP-RE (PTA Reinsurance Company) to unveil inclusive, climate-responsive insurance solutions for SACCOs. The initiative aims to expand access to insurance, protect members against climate-related risks and strengthen financial resilience in communities.
ICII 2026 provides a platform to exchange knowledge, strengthen partnerships and develop practical solutions that extend financial protection to those who need it most.
